OBJECTIVES OF WORK

Municipal Council of Government:
1. Work to reverse negative opinions about the work of the delegate and the management of the People's Power and reinforce confidence in the political system.
a) Achieve greater economic efficiency at each level.
b) Raise the quality of the services provided.
c) Work more effectively in the attention and solution to the approaches of the population.
d) Intensify local development programs.

2. Demand deep sensitivity in the performance of cadres and workers in their relations with the population. 2. Perfect the operation of the organs of People's Power by measuring the results of the actions carried out, including:
a) Greater support and endorsement to the delegates of the Popular Power.
b) Prioritize attention to the Popular Councils.
c) Differentiated attention to places with complex situations included in the sociopolitical map.
d) Perfect the development of the Accountability processes.
e) To restore the accountability of the Provincial Assemblies and the information of the Ministries to the National Assembly.
f) Work on the revision and updating of the Regulations of the Local Assemblies of People's Power.
g) Review the control-evaluation-analysis and exchange system with the Local Assemblies of People's Power.

3. Expand the mechanisms for people's participation in the activities of the People's Power.
a) Convert them into legitimate spaces for analysis and exchange of ideas.
b) Achieve the public character of the sessions of assemblies, commissions, popular councils and others that are considered so.
c) Establish effective control mechanisms that allow evaluating, analyzing, correcting and advancing the permanent link with the people.
d) Promote greater popular participation in decision-making, exercising and promoting consultations and exchanges with voters, whenever possible identification of problems, definition of alternative solutions, intervention in their execution and control of their implementation)
e) Make greater use of public hearings and neighborhood debates in communities.
f) Develop integrated community work throughout the country.
g) Control compliance with the indications on the process of analysis of the functioning of the Local Bodies.

4. Achieve greater efficiency in cadre policy for elective and appointed positions.
a) To deepen the evaluation and characterization of the cadres, officials, specialists and technicians who work in the People's Power and in other entities regardless of their subordination, with a view to identifying those who have the best possibilities to occupy the positions required by the new structure. .
b) Carry out a diagnosis for the theoretical and practical preparation of the personnel and prepare a differentiated preparation program with the aim of providing them with knowledge about the operation of the People's Power and the tools necessary for its administrative management.
c) To control the measures approved in each province for the solution of the problems identified in the attention to the policy of cadres from the analyzes carried out in June 2015.
d) Continue evaluating the program of attention and stimulation to the cadres of the People's Power.

5. Renew the methods and style of work for the tables, among other issues:
a) Eliminate excess meetings.
b) Eliminate the commissions and work groups created by initiatives of the provinces.
c) Guarantee collective leadership and individual responsibility.
d) Greater use of computerization for management processes.
e) Greater link with the base. Turn it into a legitimate space for analysis and exchange of ideas.
f) Greater participation in the activities of subordinate bodies and agencies and of municipalities.
g) Achieve greater dynamism and capacity to react between changes in scenarios, new policies and guidelines.
h) Materialize close coordination relationships with the different factors, respecting each one's own functions. 6.Develop a communication strategy that allows exchange with voters, administrations, institutions and organizations at each level.
a) Guarantee that every process carried out by the local organs of People's Power is accompanied by a broad communication campaign.7 Confront and counteract the actions of subversion of the enemy, starting from the principle of doing things well.
b) Promote citizen behavior of order, discipline and demand in all areas.

 

The work objectives of Municipal Administration Council:
1- Develop efficient work in the Municipal Assembly to ensure its strengthening.
2- Improve the functioning of the Municipal Assembly, its commissions and popular councils.
3- Achieve quality in the implementation of the agreements adopted in the Assembly sessions.
4- Strengthen the mechanisms of attention to the approaches emanating from the offices of the voters with the delegates and processes of accountability.
5- Systematize control actions to comply with measures related to confronting crime and social indiscipline.
6- Achieve greater effectiveness in the treatment of complaints and requests from the population, with emphasis on the agility required to offer the answers.
7- Guarantee efficient Social Communication, achieving stability in the Municipal Assemblies.
8- Achieve greater effectiveness in the policy of cadres for elective and designated positions.
9- Achieve compliance with the production plans that guarantee the National Balance and the consumption of food products and their commercialization.
10- Guarantee the improvement of public services and quality of life.
11- Achieve the fulfillment of the Economy Plan and the execution of the State Budget.
12- Develop Municipal Initiatives for Local Development and Integral Development Projects in the municipality, contributing to import substitution.
13- Guarantee the use of energy carriers, energy efficiency in the carriers of electricity and fuel and incorporating renewable energy sources.
14- Achieve compliance with defense preparation tasks taking into account the prospects for economic and social development.
